I am sure that this has been covered before but I had a hard time finding the exact scenario that I am experiencing.
 
Here is the issue:

• Recorded a bass line to the click track while using Input Monitoring - This was the only track in the project and seemed to play back in sync with the metronome
• Recorded eight tracks of drums while playing along to the DIRECT playback from the interface (Tascam US2000) - Drums were in sync with the bass and click track (Metronome)
• Added a bunch of plugins but froze ALL of the tracks and disabled any other FX plugins.
• Recorded some guitar while using Input Monitoring - While the latency was not "ideal", it was playable and I seemed to be in sync with the drums and bass WHILE listening in real time with Input Monitoring
• When playing back, the guitar was coming in TOO early.  I thought I was being sloppy and tried repeatedly to get it tighter.
• I then realized that if I nudged the audio over by around 600-800 samples, BOOM BABY!  Guitar was tight as a tick.

So, I am having to use the workaround of adding a Channel Tools plugin to delay the audio by the previously mentioned amount of samples.
 
I have read that some DAW's will record with the sync to what is actually played while other record in sync to what you are actually hearing with Input Monitoring.
 
Is there a way to globally fix this issue or should I continue to use my hack workaround?

If you're getting latency with input monitoring, and you haven't increased your ASIO buffer, it sounds like you've added some plugin that has an internal 'lookahead' buffer. This triggers SONAR to apply Plugin Delay Compensation to all the other tracks so that they playback in sync with the delayed track. By default this delay will also affect input-monitored tracks.
 
SONAR corrects for this added latency when applying record compensation to recorded tracks. But if you're used to playing with some monitoring latency, you're probably already playing ahead of the beat to get your real-time performance sounding in sync with t e playback. So your new track is ending up over-compensated.
 
If the plugin inducing the delay isn't on the track you're recording (e.g. an amp sim) , you can click the PDC [Bypass] button in the Mix Module to bypass PDC on input monitored track. This way you won't have to deal with the PDC while recording, and SONAR's record compensation should take care of the normal input latency. Switch it off when you're done recording, and the new track will playback in sync with everything else.
 
Ideally, you'll want to avoid having PDC-inducing plugins in a project before you're done tracking. Some common offenders are convolution reverbs, Cakewalk's Linear Phase plugins and Transient Shaper, and the aforementioned amp sims.

What Dave said is probably what is happening to you. 
Are you using the new Tascam drivers ASIO that they released in Feb?  Big improvement. There was also a good one in Dec 2014
 
If you doubt your system is not syncing you can perform a loop back test. 
Play a Drum audio track out and record it back to a new audio track. Zoom way in and see if they line up. 
Here's a screen shot of my US1641 and you can see in ASIO mode the track was early.. there's nothing else in the project. Then in WDM mode it was the opposite and real late.
