I am very new to all this and I could be doing this all wrong but here goes.
 
I have imported a MIDI file. Each part is playing through the Microsoft GS wavetable and seems ok. To get it sounding better I have added Session Drummer and S.I. Bass Guitar but I am having issues.
 
Drums
Either using Session Drummer or SI Drummer the timing seems off. I have tried different sounding drums (dry) so there is little sustain but the timing seems off with both Session and SI drummer. All I am doing is Setting the Output of the MIDI drum track to either Session Drummer or SI drummer. Maybe this is wrong.
 
BASS
Similar thing as above but the notes also seem in the wrong octave or missing but work fine (or seem to) with the Microsoft GS wavetable.
 
 
Am I going about this all wrong?

You've got it backwards. It's the GS Wavetable that's off. Onboard wavetable synths typically have a latency of 50ms or more. You won't be able to use both soft synths and GS Wavetable in the same project.  The good news is that there's really no call to use GS Wavetable, as SONAR bundles many higher-quality synths. And if you need a GM set, there's always TTS-1.

Thank you very much. A big headache just got a little easier. I would not have found that I don't think. It's all very complicated but I'll still keep plugging away. :)

You can set midi that goes to GS Wavetable by minus x ticks so that it lines up with the rest that use VST instruments. Experiment a bit, set first to -10, then -20 and so on until you feel it is in sync.
 
Just make a note for future what setting to use.
