Assuming soft synths/midi, David Baer created "Maestrolizer" that does a great job of this, albeit as an external (to Sonar) application. It appeared in the first (May 2013) issue of Soundbytes magazine - and included a great article as well as a link to Maestrolizer.
But yes a "conductor" function in Sonar would be a great add.

Then use Maestrolizer to build the tempo map and assemble the rest of the project. I'll often use a basic piano track as an initial scratch, then set up a drum track to the tempo map that's created and redo the piano add guitar etc
