I tried using T Racks Classic Clipper in Sonar, but it didn't clip it.  I emailed IK Multimedia, and they gave some answer about it only working with certain DAW's.
Anyway, I was wondering what people use to clip their songs when mastering in Sonar.

Some more details please, ie, are you applying this as a VST on your master bus, or just on a particular track ?
A VST plugin should work properly in most of the major DAWs, Sonar Platinum included.
Since you ask, myself, I usually use "iZotope Ozone 8 Maximizer" on the Master Bus, when limiting inside Cakewalk.

I'm importing the mixed down track into Sonar.  Then I put Classic Clipper into the Master Bus.   But it doesn't work.

A VST that "only works with certain DAWs"? Baloney.
 
Yes, some plugins have had bugs that only show up in specific DAWs (been awhile since we've seen one), but a standards-compliant plugin that doesn't work in a standards-compliant DAW sounds like the support person was blowing you off. 
 
It's called a "classic" clipper because it has a Gain control rather than a Threshold, similar to classic compressors such as the LA-2A and 1176. That means you have to crank up the input in order to get it to work. 
 
As for which clippers most people use, I may be wrong about this but I think you'll find that most people don't use them at all except in specific genres such as EDM and Hip Hop.

I record at low volumes, so I need the track to be louder.  What do you use to get the track louder?

You use a limiter to boost output level. But that's only going to get you so far. You also need to record with decent signal level.

What do you mean by "I record at low levels"?

It seems to me most peeps capture at around the -12dB mark peaking at -6dB and no lower than -18dB which is the figures I aim for.

You can easily increase the level: process->apply effect->gain and select how much gain you would like.

If you mean limiter, I use Waves L3 Multimaximizer, but I haven't quite "mastered" (meaning the plugin, not the music) it yet.
