This is a related bug in the INSERT EFFECTS > MIDI FX > CAKEWALK FX > Quantize (real time non destructive MIDI FX). I suspect it is somehow related to the ability (or lack thereof) of the program to do real-time Quantization, which is the reason I noticed the same bug in this thread about Input quantizing.

I suggest you start a new thread and detail the circumstances of the issue. By "real time", I assume you mean real-time playback of existing MIDI clips - no plugin can quantize live input in real time. I can't reproduce a problem with MFX-based quantization of existing MIDI driving soft synths in the current release.
