I'm not really following how this would work, UI-wise...    Additional widgets in the Sends area of each track?

If you had several sends sent to an effects buss, i.e. reverb or delay, you could tailor what's sent from each send. Cut some lows and highs from a guitar track send, cut the lows at a different frequency but leave the highs on a vocal send, etc. Probably not the best example but I can see where this option could prove useful.

A use case may be a send to a plug-in side-chain input where the plug-in has no side-chain input filter. But in every case a send could be routed to an interim bus, filtered and passed on the the destination. Having the filter available in the send would save the extra routing.
