Still instant for me. Waves plugs are scanned in the background and are really quick unless my installation has been modified. I have Horizon. Did you have a demo or a bought product? Always possible there is a difference in the license handling.

Certainly many possibilities.  Mine is (was .. uninstalled at the moment) a bought Diamond bundle.
 
Maybe the access was so slow because I usually have the internet deactivated, so perhaps each of those 60 plugins was trying briefly to say hi to home, and report on what I was up to. 
 
At this point, waves (not even present) still crashes cubase on startup.   Used to be present and not now?  Crash.

FWIW, Waves support is awesome. You have to have a membership but in that it's much like Sonar. You get a one year subscription for your plugs when you buy them. So if you run into any issues like WilliamCopper, give them a ring or an email. They respond within a day usually and go out of their way to solve your issue.
