I downloaded it and moved it to the theme directory. I tried it out in Sonar and it seemed to work for me.

You can't go by file size.  Theme files only contain elements that are different from the stock themes.  Have you tried to use it?
 
I just downloaded, extracted and selected the theme in Sonar.  It works fine.  Apparently 33K is correct

Wouldn't you know it, the one theme I like, which is Mosvalve Blues Sonar Theme:

is not uploaded correctly, the file size is only 33kb, 16kb compressed.  Obviously something wrong...
