Hello,

I was wondering if it is possible through ACT (or other means) to be able to set Rotary 1 to say Z3TA+1 filter cutoff and Rotary 2 to say Rapture Filter cutoff without switching between synth windows.

By "other means". ACT Dynamic mapping always working with one plug-in per time. ACT in general can control parameters directly and so from many plug-ins, but that does not use in standard plug-ins (from what I know, in my AZ Controller only).
 
Other approaches are: remote control in Sonar and MIDI controlling. But that is not without "side effects".
