Not sure if this will help, but I had a similar experience with my son's PC.
Not sure if he was hacked, but he thought he was "RAT'ed" by someone was a "joke"
I was able to go in his and look at services and found that all services were disabled. I mean all of them. No Mouse, no usb anything, no internet....completely shut down.
I took another PC and manually enabled all the services on disabled PC looking at the list from the working PC.
This worked and he as back in service. He was ready to reformat and all sort of other things, but we avoided that.
He has since re-enabled his firewall and so far no issues. (Was told by the "friend" we think Rat'ed him, that firewalls slow down COD (call of duty...)
