The purpose of locking PRVs (and other views) is to allow opening more than one, but only one can be active at a time.
 
Good thinking to use screensets.

I am trying to get my head around the active PRV TAB , if it is possible can you PLEASE give me steps on how to make PRV TAB 2 or 3 the active tab so that the copy and paste feature works perfectly like on PRV TAB 1 .

I can't figure it out ?

As I said, you can only have one active PRV. You'll just need to close the other PRV tabs altogether.

Ok , I understand , I thought there was another way of activating different prv tabs .

Well, yes, you can lock one and unlock another by the context menu on the Multidock tab (or the window if it's undocked),  but if there's any locked PRV in the project, you're going to continue to have the problem changing focus between tracks.

Alright , but even with multiple ALL UNLOCKED prv tabs/Windows - docked/undocked , prv tab /window 1 is the only one that works correctly locked or unlocked there is no way of getting prv tabs/ Windows 2 + to work correctly . I have tried so many different combos .

Any way it is what it is , I have posted this on the problem forum , do you know if cakewalk are aware of this somewhere else in these forums , this is something in my view that needs to be fixed quickly either directly or maybe by allowing us to save prv tabs and recall them ! Regardless this is letting the prv down big time .

You probably already know, but Paste Special allows you to select the destination track regardless of how many PRV's you have locked or open.  Using Paste Special involves a couple of extra mouse clicks, but it allows you to accomplish what you want.
 
Just an FYI:  I tested the behavior that you are experiencing in Sonar Platinum on Sonar X1d, Sonar X2a, and Sonar X3e.  The behavior has existed since Sonar X2a.  Sonar X1 won't even allow a direct copy and paste between multiple tracks in the first open PRV.

Ctrl+B is a new keyboard shortcut fir paste special , easier than 3 fingers .

Though I will explore setting up my screen sets as currently I have 6 prv tabs , all representing different folders and although I use prv 1 as a ALL MY MIDI tab it is a pain to hide loads of midi panes on it then when I add a new midi track all the hidden panes re appear , it seems for my situation and troubleshooting for my workflow with this issue that there's no easy fix . I am hoping one of three things happen in the future

1) all prv tabs allow active focus to copy and paste between midi panes
2) lock/ hide midi panes in prv Windows remain hidden or locked when new midi tracks are added to prv tabs
3) or the ability to move prv tabs freely in the multi dock left or right and also as an example when prv tab 2 is moved left and become prv tab 1 , that it has the ability to be the active copy and paste tab .
