I just stumbled on it...
 
When Lanes are displayed at their new, delightful minimum, I can't get the tool to change to the quad-arrow for moving/copying clips... (using the
 
As soon as I increase the height of the track, the tool is again available.

  I can confirm in 2016.08 that when the take lane height is too short to display the black clip header bar, the Smart Tool does not become a move tool (4-headed arrow) when hovering at the top of the clip.  I cannot confirm that the behavior is a "bug" or "as designed".
 
  The Move tool functions at all lane heights.
