Master.ins is a text file in %appdata%\Cakewalk\SONAR Platinum
The easiest way to add to the note names section is
  1. make a safety copy of Master.ins
  2. open Master.ins in Notepad or any text editor
  3. search for .Note Names
  4. Create a new section in .Note Names and add whatever note and values to display. The PRV keyboard will show note numbers for anything not defined. To suppress the numbers create lines with spaces like I did in the example below for 3 and 4.
 
A simple .Note Names entry looks like
 
[Simple Example]
0=the lowest note
1=number one
2=and so on
3=
4=
 
The name in brackets is used in the Note Names dialog drop down
