I can echo what Chuck is saying above . . . last time I got the "Access Denied" message I was attempting to install an audio driver from a downloaded ZIP file.
After much hair pulling, and cursing . . . I finally found out that when I unzipped the install package the files were somehow encrypted . . . so when trying to run the install, it looked like it was working, until the end . . . hence the "Access Denied" message, due to the file encryption.
Not saying this is your issue, but it may be a possibility to try, since you seem to have tried the other suggestions above with no success.
In Windows 7, encrypted files used to display as green text. In Windows 10, I see they have the coloured text option turned off by default . . . but you can turn it back on in Windows "Folder Options" . . . by checking "Show encrypted or compressed NTFS files in color" . . . then you can know if this might be the problem, or at least have encrypted files visually identified for future installs.
