I usually use groove clips so I actually haven't experienced what the OP is dealing with.

I have joined the thread primary to prevent "fix" with "Paste" no longer follow "Paste speciall...", because that is a feature for me 

It's funny how sometimes bugs become features and achieve 'as designed' status retroactively
 
I just went through the Help topic on Copy/Paste/Move.  Not very helpful and no mention of Paste Special options becoming the new Paste options.  At a minimum the Help on this topic needs some love.
 
I just tried this again using Drag Copy with the linked clip option in Drag and Drop Options ...
 
My clip has 4 HH hits.  I first made a regular copy, then edited via PRV to make the first hit at the & of 1.  I then set the D&D linked clip option and dragged a couple of copies out to successive measures.
 
Next I opened the PRV by double-clicking the original edited clip.  If I drag single notes vertically, the copies do NOT shift.  If I lasso select all 4 then move them, the notes in the successive measures shift.  I didn't try selecting only 2 or 3 of the 4.
 
This tells me that this thing is broken one way or the other.  Either it should NEVER shift the notes, or it should ALWAYS shift them.  IMO, of course.
