Just a suggestion, because + and - both work as they should for me, on the main keyboard and on the numeric keypad: are you sure you're pressing the '+' key and not the '=' key? I only suggest this because many keyboards have the '+' sign as a shifted symbol on the '=' key (top row on the right), whereas '-' is lower case next to it.
... and the '=' key does tab to another control.
 
Lots of other apps (like Adobe) interpret the un-shifted '=' key as a '+', but Sonar now seems to be more precise!

Most parameters respond to mouse wheel as well, which I often prefer.

Holy carpal tunnel, batman.... :-)
I use the mouse as little as possible... in a DAW I realise there's a lot of un-avoidable mousing, but this post reminds me to read up on the built-in keyboard shortcuts or actions, and work to keep Cakewalk honest on supporting them in a logical and stable way.
 
PS. The Shift-Mouse is invaluable for fine adjustments
