Assuming they are selling AutoCAD for $30, I guess someone will catch them.

The domain is registered through an obfuscation service so the registration details are kept private - that service is based in Panama. The IP probably belongs to Cloudflare who are providing the CDN service for the site. Cloudflare will give up the customer's details if subpoenaed through a legal process, but those details may not be accurate. Without digging further, they are probably based in Delhi and are covering their tracks. To be honest, though, anyone who actually pays for free or pirated software is a moron and deserves to be ripped off, but I do hate these scam merchants with a vengeance!

 I contacted their customer service and wrote them a letter informing them to remove that software.
