You didn't say using the F keys was a requirement. I'd just say don't use the F Keys if you want to select among multiple options rapidly.
 
But I tend to agree with Bristol Jonesey that once you've mastered the smart tool, positional placement, and modifier keys, you really don't need to use the other tools much...if at all, in many cases.

Enter, cut, split, delete, change velocity, move, change length
 
I'm sure there's more but I do all that just with the ST
