I never had a problem doing this before but I have come across user error!  I had a CD demo recorded by a demo service for me and exported the CD into Sonar Platinum.  Anyway, the start time on the song is about 39 seconds which for me is too long. If I send it out that way, publishing companies might think the CD is empty and hit the stop button.
 
In the past, I was able to drag the wave that appears in the Track window back to a good point where the playback was about 2 seconds.  I can't get it!  What am I doing wrong?

Hi. Do you have import broadcast audio at their timestamp enabled in Preferences (P), File, Audio Data? Try to disable it before importing the track. You should also be able to drag it back to the start, using either the Smart Tool (F5) (on the top half of the clip), or the Move Tool (F7). Hope it helps.
