Does SONAR Pt have a simple Mono Delay? To fix drum bleed, phase issues.

Delay is one of the few functions available in Channel Tools on a mono track.

I don't know if I completely understand your question. Do you want a mono delay for effects or to help fix drum bleed and phase issues?  If it is to fix phase issues then there are a couple that I have used. One is channel tools that comes with Plat.  Another that I use is called "Prefix". It is not from Cakewalk but is free.

What's interesting is using Toontrack Drums, the stereo width is already wide (on the Overheads), but using channel tools or bluTube stereo wide reduces the effect, even at the highest settings.

You can use delay to time align tracks to help avoid phase issues. Drum overhead hits will arrive later than close mic hits due to mic placement. This applies to other stereo mic techniques as well. The 3 to 1 rule helps as well as X Y stereo micing. Bleed from other instruments recorded at the same time could benefit from time aligning.

From what I've read and *think* I know, there's no fail safe way to remove bleed once it's recorded.

The best way to remove bleed is to use Drum replacer or any other trigger.
Alternatively one can use transient shaper/expander/upward compressor + gate.

No, but time aligning can make it less noticeable by reducing room ambience and/or phase issues.
