I have noticed this with any iLok licenses on my laptop lately. (My desktop has an iLok dongle and I haven't seen this behavior FWIW). Both of my machines are running Win10 as you are.
I believe that the Pace service doesn't always "wake-up" on my laptop.
I have had luck correcting this with the following steps:
Go to the Windows Task Manager (right click on taskbar)
Select the Services tab
Find the PaceLicenseDServices process
Right click on the process and click "Start".
This fixes the problem it in my case.
