Found it. But thanks anyway guys. This might help someone else. So I am Posting It.
It seems it disappeared somewhere in the Upper Left hand corner of my Monitor, out of sight, off the screen.
Just go to the M-Audio drivers support page, select Delta audiophile 192 Windows 7 service pack 1.
Then click on the frequently asked questions page, and type in control panel.
There it was.
Delta control panel won't open; appears in the taskbar but the interface is not visible

Q When I try to open the Delta control panel, the program appears in the Windows taskbar at the bottom of the screen, but I can't see the control panel. How do I get the control panel to open
A If the Delta Control Panel application appears at the bottom of your screen on the taskbar, but the control panel window it self is not visible, right-click the application in the taskbar and choose maximize.
If it doesn't appear
•Click on the task bar icon to make the Delta Control Panel the activeselected Window
•Press alt + spacebar
•Press m
•Press a directional arrow
•Move your mouse and you should be able to place the control panel back on screen where you want it
Another option method is to right-click and choose move, then try using the arrow keys to bring it back on screen.
Alternatively you can delete the registry key for the Delta Control Panel's Window layout. Make sure the Delta Control Panel is closed, then press Start+R to open the Run dialog box and type regedit. Locate and delete the following registry key
HKEY_CURRENT_USERSoftwareM-AudiodeltaiicplWindowLayout
Either way, check to make sure you have the latest drivers for your videographics cards from the manufacturers website.
If the control panel won’t open at all from the System Tray, create shortcut on your desktop to point to deltaiicpl.exe located in the windowssystem32 folder.
