It is almost certainly not an issue with your controller. The Oxygen 49 is a simple MIDI controller. There really is no place to make latency between the controller and Sonar, so you are looking for something that adds latency after the MIDI data appears at a Sonar input. There are a gazillion posts here as well as information in the help about the general topic of latency in Sonar. Check your various buffers, bypass effects etc. to see if you can solve this. Many people use the Oxygen controllers with Sonar.

have you installed the focus rite drivers ?
you should be running them in ASIO.
go to preferences and make sure its set to ASIO, not MME.
then go to the midi preferences and make sure your oxygen is selected.

theres no reason that device should have latency when using a 212 with it.
youll get her going.

you need to give some more info my man.
how are you hooking this up ? usb correct ?

you should go in to preferences and make sure this device is checked off.
cant remember exactly how it was in sonar 7
but there is a menu where you check off the devices you are using.
like your interface (that's the audio preferences)
the keyboard (that the midi preferences)

S7 hasn't been available for purchase for nearly a decade, and it's not permitted to transfer SONAR licences, so I'm not sure how you would have just recently acquired a copy, but in that version, the settings you're looking for are under Options > Audio.

You should consider shelling out for a SONAR Artist membership in any case. You'll get lot more help if you're running a version that everyone here is familiar with.

he didn't say he just purchased it, he said he just started using it
in any case, I totally agree with you. sonar 7 is dated.
Artist is a good choice for those just doing midi and some audio recording.

It's all the way at the bottom of the "Edit" menu. You could also just press P on your keyboard.

If you are experiencing latency lower your interface buffers. The 2i2 does not have MixControl so I don't know how you'd do that with that interface but check the intterface manual.
