Updating the Realtek drivers did the trick.  Surprised I needed to do that because the laptop was refurbished by a computer shop in my town, and works well.  It came with Windows 7 but I upgraded to 10, so I thought that should have updated the drivers even if the shop didn't.  But it's all good now.  Thanks for everyone's input!

Why not?  I'm running the latest of everything anyway.  What would copying everything over do to harm it?

CC downloaders are not in program files, they are in program data.
I think he meant other things like DDL's, EXC.
copying the contents of the command center downloaders is fine and I suggest it to speed up installation.
