If everything is installed. Make sure a vst scan is run and custom plug-in layouts are not in use. Custom layouts much be manually maintained.

Lounge lizard should show up under insert>Soft Synth>vst2>Lounge Lizard Session 4.
The LP EQ is under Audio FX>VST3>EQ>LP EQ if you click the plus sign in the FX bin of an audio track or bus.
If they do not show up, try a vst rescan and reset.

I did not see your image before it was removed. Maybe the following might help.
 
Command Center has a gear icon in upper right. Click on that to open "Settings" then click on "Path" tab to see where CC would likely install your items. In Sonar Platinum, make sure VST scan has looked where your items were installed.
 
Lounge Lizard should be available via the media browser (default left side) Synth tab, click "+" sign, hover over "insert synths", click VST2 menu item, in alphabetical list click to insert synth.
 
For the new plug ins:
In track view, right click in the FX area of an audio track, navigate: insert audio effect/VST3/Dynamics/LP MB.
In track view, right click in the FX area of an audio track, navigate: insert audio effect/VST3/EQ/LP EQ.
 
If not there, consider running install from account product page. Best wishes.

Maybe I am confused I thought EP was part of the upgrade did I assume wrong?
