I tested in my CCC install - without any admin, just normal user level as I usually do.
Started every Midi FX I have - Cakewalks, TenCrazy and Franks - so it seems ok from CCC.
And I don't see the WinSxS have anything but commoncontrols.
Just checking we don't all have this issue.
 
Sonar seems to be built with VS 2013 - and Sonar wouldn't start without it, so wrong track I think.
 
My Midi plugins in \Program Files\Cakewalk\Shared Midi Plugins are dated Sept 2013.
 
Are Steam having their own drm software on their licenses?
 
I would go to ControlPanel ->Administrative Tools->Event viwer
I think Windows logs this kind of issues there.

I've just tried running the 64 bit as admin and still no dice. I'll try loading a new project and doing it again, but don't see why that would make any difference.  In the current project, it says that the plugins are missing or not intalled, and when I open it, it says they installed incorrectly or are missing still. (They are actually there but won't run) Hmm. 




Something on your system blocked the STEAM install script from running the Rgsvr32 service with those plug-ins. The most common cause of this is pending Windows Updates. Though other causes are virus scanners and other malware security type applications.
 
Complete any Windows updates first, then "Verify Application Cache' through STEAM. This will trigger the client to re-run the install script.
 
Check out the FAQ's I have pinned in the STEAM forums. They link to articles which list known applications which can cause issues, and also has manual instructions for running Rgsvr32, in the case of Rewire or control surface issues. These instructions can also easily be adapted to any .dll (which is what the MIDI plugins are) file for a quick manual fix if the STEAM automated install fails after updates have been run.

Alright. I've went on such a long journey. I've learned many things along the way as well and ya know what?... 

THEY FINALLY WORK!!!

 
TL;DR
Try running steam.exe as an admin first. Then try doing ALL the updates (all the important ones anyway). THEN try closing the virus program.
 
Full story.
 
I first learned that even though Windows looks like it's not updating hundreds of updates (I had like 100, then I had about 64 more... then one more. After that it still didn't work. I checked the FAQs, disabled Malwarebytes (reluctantly might I add), and then BOOM, out of disk space... OH NO WHAT DO!?
 
Then I searched and found something called LinkShellExtention and learned all about the magic of Symbolic Links and Junctions (AKA: quantum file management).
 
THen after hours of updating, reinstalling SONAR, and rebooting, I decided to run Steam itself as an admin. Now I don't know which of those things fixed it... but it FINALLY WORKS!!! Thank God it FINALLY FLAPPING WORKS!!!  I honestly think it was the idea that I had to run steam in admin mode though.

Locate the DLL of the Direct X plug‑in that you need to register and note the file path.
Go to Start / Run and Type by turns, examples:
