There are other threads of fixes for this problem, you might want to look around. Though, they are long involved processes (install ALL Windows updates!..) But... (reposting my comment from another older thread)

I might have figured out an easier fix for this(?)
I don't like doing massive updates to my Windows (7 64bit SP1), it can screw up other stuff. - I downloaded the MS VC redist from MS from the links here but it was an older version than I have, so I didn't want to uninstall that.

Anyway, I went into
Control Panel / Programs and Features /
clicked on the "Microsoft Visual C++ 2015 Redist (x64) 14.0.23918"
and clicked "Change", and then "Repair"
..After that my Command Center was able to do the update!
Yay me! :D
