It's a bit of a paradox(no, not the time paradox).  The problem is that your Congressman is for Illinois.  Bapu is in California.  So, your Congressman has no jurisdiction here and Bapu's Congressman probably won't do anything for fear of losing a voter.  Therefore, you should contact the President.  You may have some success with him because he was from Chicago, too, and he's looking for votes this year.
