With the early access release of 2016.03 shouldn't the eZine be released with it. If not I expect the "New Features" section in the help is the only way to know what is in the early release.
AFAIK the eZine gets released with the public release. It gets tweaked until the very last minute; typically CW gets the final version a few hours before the final software ships. Think of it this way: When you get a mastered CD for one final listen, it probably doesn't have the final cover artwork.
I don't want to sound like I'm complaining so don't take this the wrong way, but it's basically up to me to put together the eZine, and it has more editorial pages than many "real" magazines, which have a 60/40 ad-to-edit ratio. So the eZine is more like a 65-page magazine you'd get on the newsstand (I know the math doesn't add up, but in a commercial magazine, any white space would be occupied by ads).
It's not just a lot of effort to put it together and write new material, but it also takes significant effort to lay out and proof. The eZine could always go out earlier, but then it might have some errors..magazines are software, too

. If there's the option to keep tweaking it until the release to get it perfect...why not? Yesterday I made a tweak in the instructions for the tempo detection; it wasn't wrong
per se, but it included an action that it turned out wasn't needed. So it was removed.
There's probably still a misplaced comma or something in there somewhere, but I think the eZines have been remarkably free of errors. I'm probably too picky about it, after all no one cares about it a month later
