I'm running Sonar Artist paid version with a Tascam US-1200 on a Microsoft Surface.  I installed the drivers successfully and can record using the Tascam as my interface with a Shure SM-58. 
The problem is that I can not hear playback of my recording.  I have tried routing the output several different ways, but no dice.
I would be happy if I can get a playback signal from either my PC or the Tascam interface and then to headphones.
I'm pretty much a noob, so any help is truly appreciated.

Hi, and welcome to this forum. My guess would be that you have to engage input monitoring (red).

First, can you hear sound from your Tascam played from YouTube or iTunes?
 
If you can, then I would suggest going through the tutorials linked via the Getting Started menu.
