3 4 meter, snap to quarter note triplet:   you can't place a quarter note triplet beginning on the second beat.     I rarely use snap except for very small intervals but for a rapid sequence of quarter triplets just tried to use it .. no dice.

A quarter note triplet snap grid that starts at beat 1 in a 3/4 meter bar will not and cannot intersect beat 2.   This is NOT a bug...it is a matter of pure math that a 3/4 meter contains 4 quarter note triplets and 1 eighth note triplet remainder.
 
You have to set the snap grid to an 1/8th note triplet in order to have the grid intersect beat 2 of a 3/4 meter bar.
