There is no way to copy or move clips from one project to another and preserve the linked state of clips. No matter if I do copy/paste, drag'n'drop, or merge a project from the media library, the information that some of the clips were linked together is lost. I don't expect links to work across different projects, but having some way to get linked clips to another project in their linked state would be nice.
