I don't suppose anyone knows of a menu or checkbox that will set Step Sequencer clips to be 'Unlinked' as default when splitting or copying a single clip?

To answer my own question, no it is not possible for split or copied Step Sequencer clips to be unlinked by default.
Sure I could use a key binding to unlink them, and do, but it'd be nice to have the option to select the default behaviour.
 
I'll just take this opportunity to say, I'd like to see the Step Sequencer get some love in future updates please and thank you very much.

chilldanny, I agree. That would be a great update. I use the step sequencer in every project. I can't tell you how many times I forgot to  unlink the clips. It slows the editing process down greatly. To be able to have it unlinked by default of choice would be fantastic.
