I try to avoid coming here to ask "easy" questions, I really do.  I Google, I experiment, I try things.... the help docs aren't really helpful in many cases (terminology isn't always intuitive/logical). So here I am again.
 
All I want to do is change the velocity of an F2 note in measures 137-147.  All measures before that are fine, I only need those few measures changed.  Do you think I can find out how to do it myself? Nope. I'm an idiot.  Please hold my hand and feed me.

Thanks guys, I'll bookmark those for reference, and stop working on this song until I can learn more.  Kinda needed a fix right now, though. ;)
 
I did notice that the Find/Change dialog works with beats, not measures.  I'm near the end of a 3-minute song, so I have no idea how many beats into it this is.

You can open up the piano roll for that part, zoom out horizontally until the 10 measures all fit in the window, zoom in as far as you can vertically so the specific pitch you're targeting is as big as possible, then use right-click to select all the instances of that note in that span of time.  Once they're all selected, hover over the top of one of the notes until you get that bar-graph looking icon, which allows you to click/ drag up or down to raise or lower the velocity of all the selected notes.

You could also temporarily split the clip around the range you want to edit, put it on a new (empty) midi track, and simply click F2 on the keyboard in the piano roll. That selects all of them. Then you can, as was suggested, hover over the top of a note until the velocity icon appears and click/drag to the desired value. Afterwards, put the clip back on the original track. 

The solution will depend on what you want as a result.
 
Do you want all the new velocities to be identical or do you want them scaled relative to the original velocities.
 
The first scenario is easy, select your notes (as described above) and just enter the new velocity in the Event Inspector.
 
For the second scenario, there are at least 3 ways to accomplish this, but probably the easiest way is to simply select the notes as before, then in Track View Right Click the clip and use Process Effect > Midi Effects > Cakewalk Fx > Velocity.
This will open up the plugin where you have total control over your new velocities

Awesome. I've chosen this as the best answer (even though the others could work) because I found it to be the easiest and quickest method, especially for newer users like myself.  The other suggestions sounded good, and I tried them, but had trouble with getting things to work.  But I marked them as helpful. :)

Cool, glad you found it helpful! Like Jonesy said, there are often a bunch of ways to accomplish what you want. Depends on exactly what you need but sometimes also on some creative thinking about the tools you have :) 

Yeah, when you mentioned it I was like, "duh!" LOL.  Sometimes a genius mind just can't think in simple terms.  haha.
