Just encountered this problem in the new Cakewalk by Bandlab and it was antimalware causing the problem. The antimalware called ByteFence and I'm not sure which program it crept in on but there it was and I removed it now it's all systems working fine once again.
I had never heard of ByteFence before. So I looked it up and ran across this thread over at Malwaretips forum:
https://malwaretips.com/threads/ever-heard-of-bytefence.56677/ It sounds like an antimalware program installer that arrives bundled with something else that you download. So in that case it is a potentially unwanted program (PUP).
Personally I would not want anything installed on my computer that I did not request myself.
Several posters on that thread indicate that this has caused them problems. The executable itself is a re-branded version of Reason Core Security, but I am skeptical of why it would be distributed in this fashion.
I would avoid it.
