Am I missing something or you can only change Snap to Scale settings one track at the time? 
 
Selecting tracks and holding CTRL while changing key/type of scale or turning it on or off doesn't seem to affect other selected tracks like it's the case with some other parameters .
 
I'm tinkering with Sonar Demo version. Choosing your daw of choice is one of the most important decisions a man makes in his life. :)  Still trying to get over some annoyances, but so far - I like it very much!
 
 

It would be nice to have a global setting for the project (or all selected midi tracks/Piano roll), but I don't think it is. It's really easy thou to turn it on/off per track/piano roll. I find it helpful when creating a new midi track, to clone a midi track I already assigned Snap to Scale, (that will retain the settings). Then i just change the routing (output) to the desired soft synth (or other).
For what it's worth, I really like Sonar and they keep improving it (literally) every month now.
