Get a USB audio interface.  Laptops don't fare as well as desktops.  On the Windows side laptops for audio work are quite pricey.

Thank you for all the advice guys, I tried turning off the WiFi, turning off some background applications, setting the buffer to 64, and turning on the PDC button. All of which helped majorly. Thanks again everyone!
