then you could rule out the daw software by trying it with a demo of another daw

Was able to open the file on this computer. However, I don't have any of the plugins installed on this computer that are on the other.

Ahh yah, I've seen that before. I'm not sure that really applies here. Can't obviously rule it out but I don't believe this is the case.

Small update: plugged in my VS-100 and the project booted right up. Pretty much confirms the issue is the 700. :(
 
Looks like I'm in the market for a new system and will be selling the 700 unless we can petition Roland to make new drivers.

Post #2 gives you the best advice. Others have made the VS-700 work under Win 10.
