Is it correct that this version does not have a "tuning" function on audio tracks?
Ive read in the tutorials, but I cant find any way to do it in the program.

If mean for tuning a guitar there are many vst tuners out there, none in LE.
If you mean realtime fixing of say, out of tune vocals then also no, not in LE, you'll need a vst plugin such as autotune or equivalent to do that.
 
If you have 8.5 or 8.0 Producer you may have VVocal which is a good clip by clip hand tuner like melodyne
