Well, I installed from the link given here by Noel or scook, can't remember which. It's bizarre that I can install it, and it identifies itself as 3.0, but is listed in Programs as 3.1. And this after I had uninstalled all traces of BA, including the folders. Do people get how weird this is? After I clean install it, it says it's 3.0. Programs lists it as 3.1. Very odd.

That is rather odd.  You could try verifying that the 3.1.0 BandLab Assistant (BA) version is really on your system.
 
Assuming you're using the screen icon to launch the BA, right click on the BA icon and select  "Open file location".  It should take you to the location of the BA executable.  On my system, the BA is here:
"C:\Users\<user name>\AppData\Local\Programs\bandlab-assistant\BandLab Assistant.exe".  
 
Right click on the "BandLab Assistant.exe", select properties and go to the "Details" tab,  the file version should be 3.1.0.0.  Let us know what you find.  If that looks wrong, not sure what to recommend, but could be a clue toward fixing the problem.   BTW, I'm doing this on Win7 Pro too.

and also check the version of BandLab Assistant installer (bandlab-assistant-windows-latest.exe) that you used at "Details" in properties. If the file version is not  3.1.0.0, Download latest version from here.

Why don’t you go to theit website and download the latest version from there. Then install. This is what works every time for me.

Hopefully HIBI and joakes' suggestions should solve the problem. BTW, I wish my favorite NFL team had the other "Tom B" as QB!

Nope, no good. Tried all the tips, BA just has a mind to install 3.0 on my system. 
I'm going to stop trying for now I'm happy with what I have. At some point it will work. Till then, no Bandlab Assistant on this computer.

Not sure what or why but I opened the assistant it told me there was an update.
I had not even logged in yet. So I told it to go ahead and it did. 3.1.0
Nothing happens at first you have to be patient for about a minute or more. 
Then I logged in and updated Cakewalk, no problem there either.
 
Just saying that possibly people are over thinking the process.

I've thought this too after seeing various people saying they have had all these problems. Ever since BL Cake came out every installation and update has just sailed through without a hitch for me. I wonder if it's user error. Either way, developers should make these things foolproof as the average user isn't going to be tech savvy and shouldn't be expected to be competent with troubleshooting - there is no minimal qualification for owning a computer.
 
Better error handling makes for better software;

Anderton is having problems with it. Not many here are more tech savvy than him. So... it could just be user error or more likely there is an as yet undiscovered combination of factors causing the problem. 
 
I wish I could help but I have had no problem with any of the CbB installs.

It would appear there is a known technical issue which Bandlab are apparently working one.  As some have chosen to to lower this to questioning technical skills with no such evidence I see no point in continuing this thread.
