Just for fun, I threw a mix of mono and stereo clips into a track.
 
I added the old Kjaerhus 32-bit chorus. (is it a stereo effect?)
 
With interleave = mono, all clips turned into mono.
With interleave = stereo, all clips turned into stereo.

It is not happening for me. The track stays mono after the bounce.
I put the Sonitus EQ in a mono track effects bin. Then I went to: Process/Apply Effect/Audio Effects
I got the little white box that says: "This will apply any audio effects from the track FX rack to the selected clip"
Click OK and the render occurs and I still have a mono clip.
 
What version Sonar you running? Platinum here.

The help states that stereo interleave should not be selectable if the effect is mono.
The Kjaerhus Classic series are stereo.
I am not finding any mono effects in my collection.
 
I vaguely remember this problem being discussed before. I recall Craig Anderton saying this was a known issue. But it's a while back, I may be mistaken.

Press the Interleave button and set it to Stereo.
This is the little button in the track inspector (NOT ProChannel) that is in the group with the M, S, R, red record button, echo etc...
It is the first button topleft, little "o" with an upside-down triangle under it.
Click on it and the single "o" turns into a double "oo" to indicate stereo interleaving.
Now try again.
 
Edit:
The help warns of a loss of stereo information with mono effects because the input is summed. But nowhere does it say a mono clip will turn into a stereo clip or v. v.

OK. It works just like it is supposed to work:
 
1. Setting the interleave to stereo and rendering the track yields a stereo clip.
This is how it is supposed to work.
 
2. Setting the interleave to mono and rendering the track yields a mono clip.
This is how it is supposed to work.

Sorry, but you're not doing it right, Mike.. Make a mono track, record a mono signal. Insert Sonitus eq into fx bin and process audio effects. It turns the file stereo.

Seriously, that is what I did... but I'll try it again and document the steps so we can see if we are doing the same thing.
 
I have a mono track of bass guitar. The track has no effects or amp sim on it.
The interleave was set to mono during record, and is still set to mono now. In track view I see a mono clip waveform.
 
a. In the FX bin (either in Track View or Console view): I press the "+"
b. Mouse scroll to: Insert Audio FX/DirectX/Sonitus:fx/Equalizer. Left click the Equalizer to insert it.
c. Change a few bands on EQ.
d. Now go to the top Sonar menu bar and select: Process/Apply Effect/Audio Effects.
e. Now I have a little white box titled: Apply Audio Effects. (Delete effects... and Fast Bounce are both checked). 
f. I click "OK". The little blue time box displays: Mixing down audio.
g. Done and the clip is still mono.
