For clarification: when you do the steps I have outlined above, you get a stereo clip instead of a mono clip?

One crucial bit of information is once again not being mentioned, and that is that the Interpolation button must be set to Stereo.
 
I am still not sure whether on the OP's machine the Interpolation button is switching to Stereo automatically when a stereo FX is dropped into the FX bin or whether the OP is toggling the switch manually.
 
Edit: The OP did mention that, with Interpolation = mono and the pan in the center (if I interpreted that correctly), Sonar crashes.
Is this why you are switching to Stereo? You feel you need to do that to avoid the crash? Because I have no crash on my set-up, not with mono nor stereo interpolation set.

I don't follow the logic. The track is mono and presents itself that way with the single wav icon next to the track number. Why would the interpolation be set to stereo?
 To get the bass to be mono in the mix, I have to switch the bus to mono...

The icon next to the track number is just a track icon. This is just a bitmap. You can select any icon you want... guitar, drum, numbers.

Then why does it automatically put the mono up when mono and stereo when stereo? BTW - the icon is separate from the mono/stereo wav right next to the track. Icon is below, and always shows mono. It is sensing the content.
 Busses have interleave button, too.

What do you mean, "put the mono up" - what are you using that phrase to describe?
 
a) Is the track icon showing the icon with one wavelet and you want the one with two?
b) Are you referring to the symbol on the Interpolation button=
C) Are there two tracks put up in the track display waveform?
 
Edit: OK, my bad. I had "Show in Strip" option turned off, probably because I turned it off way back in X1 and successive updates have just taken over my settings.
 
Good, I'm with you now. That symbol. Stereo or Mono. I'm going to try everything again and see how this symbol reacts. I am already noticing that it only responds to the first thing I record. So it is stereo because I recorded a bit of stereo, then I changed the input to only a single input and recorded again, now mono. But that symbol stays stereo.

I'm beginning to think this could be handled in a more 'mixing desk' fashion and be more predictable/understandable.
 You have mono channels and make stereo channels from them. The way audio actually is outside the box.

Look at the bottom of the sonitus (or any other plugin) "button" in the effects bin.  You'll see a small, very hard to see, vertical line or lines coming out the bottom of the button.  There is one line if the effect is mono and two lines if the effect is stereo.  If you put a stereo effect into the effects bin of a mono track, you'll get stereo output.  Freeze the effects bin and you'll see left and right signals.
 
I've noticed before that sometimes GuitarRig will have the two little lines below it indicating a stereo effect, even though nothing in the preset is in stereo mode.  I've used the same patch in Guitar Rig on another track and have a single, mono, line.  I've never found any rhyme or reason to it.  Perhaps it's a bug.
