Adobe Audition's mp3 encoder doesn't seem to suffer from this. At least, iTunes reports the length correctly on the Audition converted VBR files I've run through it.

SoundForge makes a very clean MP3 from an exported SONAR wav
with no time stamp issues.

I simply export a broadcast wav then open that in Audacity...it creates the MP3 in about 3 seconds!

In my experience VBR just does not work reliably, including playback. If you look at Amazon and Google, they seem to have settled on fixed 256kb or even higher. That's what I do.
 
For quick things, I use Audacity (which is free). Does a good job, imo.

I'm pretty sure I have had the VBR length problem in Audacity.  I haven't tried it recently.

That might be my best bet.  I am not too worried about the absolute max compression.  Even a fixed bitrate of 384K is manageablly small for my purposes.  I am just looking for the simplest workflow, so standardizing on fixed bitrate might be the best answer.

No issues at all for me. The MP3s (VBR)  play fine in iOS and Windows...and work in Cantabile...and they report as the correct length!
