You can get the installer by logging into your Celemony account

There are other reasons I have found when this Region Effects drop down is inaccessible.  Sometimes I don't have a single region properly selected.  Sometimes I have selective all or part of more than one clip, sometimes you have not properly rendered a previous region effect and the program is still waiting for action on that.  Check that sort of stuff.

I'd forgotten I'd signed up at Celemony
I downloaded it and now all appears to be working again.
