I have things basically where I want them. I made a new layout to reduce my UAD plugs to only what I own, because the UAD folder is so big I can't even access the down arrow. The 1st pic shows what I created and what I wish to do:

I went to my folders to see where the layouts are stored, and it showed me this folder ( I think default):

I went into Explorer to find no such folder:

So, how does plugins layout work in SPLAT if the folder isn't there?
I searched the C drive, and there is no App Data folder on it.
SMH. Please advise, friends.

Ok, so I plead agedness in forgetting to 'unhide' folders. The App Data and subsequent folders are now in view.

But there's no 'Default All Plugins' layout in the Layout folder, nor does it exist up one level. Where is it? Each time I try to edit the default in the manager (say, adding a folder to Powered Plugins and saving the layout), VST2 dropdown disappears from the list when I select the new layout, leaving only VST3 and DirectX. I have no idea how this thing works.

EDIT - I tried 2x to exclude plugins, and hit apply. The help file doesn't even say to do that much, only to hit exclude. I reselected all the UAD's I didn't want to see, hit apply and saved. Reopened to see the list as I wish to. So, even though I don't get it at all, I have what I want.

It is built on the fly in memory. There is no file containing the "Default All Plug-ins" layout.

Thanks much for the info. I guess that keeps people's fingers out of the pie!

I doubt that is the reason. It is modified when the scanner fires and detects plug-in changes. Because the data can change any time there is no file on disk. With the "Default All Plug-ins" layout selected, opening the "Manage Layouts..." from the plug-ins tab or menu populates the Plug-in Manager with a snapshot of the layout which can be edited and saved for future use. However just like any user created layout, it will be a static file.
