Syntronik for iOS is free, just to be clear, but no the additional instruments/collection purchased via in-app purchases on iPad are not free for those that have the desktop version.  Apple iOS apps and desktop apps are built within their "walled garden" and desktop apps are completely separate from them.

I tried downloading IK Syntronik free for iPad but got the message it was not compatible with my device which is not the latest iPad.  So the iPad may have to be current.
 
I have got IK Syntronik free for my desktop machine and love it.  I was hoping to put it on my iPad as well.  
 
Seems there are more presets for the iPad version. Is that correct? Has the fact I already have got it on my desktop machine got anything to do with it not being available for my iPad? Those two machines are not connected with each other though. e.g. my desktop machine is a Windows 7 machine.
 
 

No, you just need a newer iPad. Like I need one. Or not.

No, the two versions don't affect each other.  There are 200+ multis available with the full in-app purchase of all 17 instruments on the iPad version (300+ as noted in this thread available for the desktop version, but you need to download them from your IK User Area and install them).
