Anyone have any suggestions for a decent solo Flugelhorn library? I know 8Dio's Century Brass one is available in beta -- and it sounds great -- but that's more than I can spend, at the moment...

If you have the full Kontakt, this one sounds really good for $20.

For solo instruments VSL is still a great choice: https://www.vsl.co.at/en/Brass_Bundle/Flugelhorn Loads of articulations and great quality in their recordings.

If you have the full version of Kontakt look at the inexpensive Indiginus Blue Street Brass. The flugelhorn may not be as detailed as some but its very good and easy to use. On top of that you get a unique selection of brass instruments.
