Look at the picture John posted here. If you look at the track to the left of the one with the active Send that says "Preview" you will see that track strip is widened (not set to "narrow"). Look at the bottom of what you can see of that strip. On the far left there is a button that looks like two circles overlapping (kind of a sideways figure 8).
That is the interleave button. Look on your vocal track for that button. You may need to set the track strip(s) to their full size to see it (so disable the "Narrow Strips" option).
If that button does not look like a figure 8 but instead a single circle with a little doohickey sticking out of it... the track Interleave is set to mono. Click it to set it to Stereo and now your stereo effect will work in the FX bin.
What this button does is allow the track to output as stereo (or restrict it to mono). Without it set to stereo output your stereo effect will not output properly because it will be dumped down to mono... which is no good.
