I've added the free banks for Z3ta 2.1 that come with the "welcome kit".  The banks do not show up in the bank window in Z3ta.  If I browse to the folder location I can see them there along with "classic content" and "factory content".  But the folders, and others, don't pop up when I click the Banks button in Z3ta.  I can use the "load program" (fxp) command and load them one at a time by browsing.
 
How do I get the banks to show up in the banks window?

There is an import banks command.  But it looks for an fxb formatted file to import.  The expansion packs all have patch files (fxp) in individual folders but no fxb file.  I guess that must be where the bank setup must be stored.
 
I guess I was expecting something like the process for adding patches to Dimension where you merely press F5 and it remaps the new patches into the directory.

With z3ta 2.1, you can create folders in windows explorer, and they'll show in the patch browser. Then place all your fxp in those folders. I forgot the path that z3ta 2.1 uses. You can easily find out by trying "save as" for an existing patch, and seeing what folder you'd be saving into. 

I think you need to create two folders, one inside the other. So, for example, parallel to the top level folder of factory presets, create your own folder, and under that create folders like "pads", "leads", "keys", and put your patches in those folders.
