I just bought Platinum  at the monthly upgrade price of $19.99. can I download it to my Mac and Windows system and use them at the same time? Are there any restrictions?

Yes,  one big restriction.

I doubt we're allowed to use two instances of Sonar at the same time.
On two different machines, yes, but not at the same time.
